Developmental Disabilities State Planning Council The Developmental Disabilities State Planning Council (DDSPC) promotes a consumer and family-center comprehensive system for developmentally disabled individuals. Through an array of culturally competent services, the Council helps these individuals achieve independence, productivity, integration, and inclusion into the community. The Council also provides the Administration on Developmental Disabilities and the Secretary of Health and Human Services with reliable, useful information upon which to base current and future national policy regarding the Basic State Grant Program and the needs of people with developmental disabilities and their families.
